The Body Control Module or Pedal Control Module monitors the adjustable pedal position feedback potentiometer signal voltage. DTC B1991 sets when the module detects voltage on this signal line that exceeds the normal 0V to 5V sensor range, indicating the signal wire is shorted to a battery feed somewhere between the potentiometer and the module. The potentiometer reports the actual fore and aft position of the pedal slide assembly; a short to battery on the signal wire saturates the input above the reference voltage and makes accurate position feedback impossible.
