Variable geometry turbochargers control boost by swivelling a ring of vanes in the turbine housing, and a position sensor built into the actuator reports back where those vanes actually are so the engine control module can close the loop on its commanded position. P2598 sets when the module compares the commanded vane position against the reported position and finds the feedback signal stuck at or near the low end of its range, meaning the vanes are not moving to where they were asked to go or the sensor is no longer tracking them.
