The vehicle is low on power and the check engine light is on.

The engine takes an extra second to start if left to sit for a while but starts and idles fine.

If the engine does start quickly it coughs, looses power and sets the Powertrain warning light. This limits the engine speed to 2000rpm until the fault code is cleared or the ignition cycled.

When the fault occurs the following fault codes are logged.
P0089 Fuel pressure regulator performance
P228C Fuel pressure regulator 1 exceeded control limits - pressure too low
P2291 Injector control pressure too low - engine cranking
