ECM light comes on at traffic lights and has very little power when trying to take off.

Check engine light on.

The low power complaint has been present for the past month and happens about once per week but seems to be becoming more regular. Low power complaint goes away after the ignition is cycled off/on.

The problem seems to happen after a short time driving in cool/wet weather but once happened on a hot day also.
