Car was taken to a franchise store for a service and after which the car would not start. Shop sent the vehicle to an engine reconditioners who pulled the motor out, reconditioned it, but after assembly the engine still would not start

Engine has spark on cylinders #1 & #3, but no spark on 2 & 4. #4 cylinder has injector pulse, #1 & #3 one pulse only #2 no injection pulse. Crank signal present, cam signal only there when connector @ ecu unplugged.
