The engine is revving too high when first starting.

On start-up, the engine revs uncontrolled to 7000rpm and then slowly returns to idle. Once back at idle engine runs fine but there is no throttle control.
Fault happens every cold start and if the vehicle has been sitting for several hours. When the fault occurs, shutting the engine down and restarting will stop the high revving.
