The customer said the vehicle had a flat battery after the ICC screen stayed on, so they had the faulty ICC screen replaced. When they reconnected the recharged battery the EEC (PCM) Power relay would click and the throttle body would power up and make a noise. He had put an ammeter on and it read 1.082 amp current draw even 10 minutes after testing.
