Clutch pedal sinking to the floor, won't return, not constant, only happens every now and then.

Replaced clutch master with brand new OEM unit, can't get the new one to bleed. Have tried various methods, including pressure bleeding into res, separating lines at various points to identify fluid flow issues, reverse bleeding, and vacuum bleeding at the slave. We have ample fluid going into the master, but very little coming out.
