The instrument cluster stopped working and the ignition key could not be removed after the cluster had been disconnected for trim removal.

Problem Summary

The vehicle was a former ambulance. Disconnected ambulance wiring was being removed, and the cluster had worked before its connector was unplugged. After reconnection the cluster and gauges were dead, although the engine still started.
