The bank 1 upstream lambda sensor is a wideband type, and the Engine Control Module (ECM) supplies it with a reference or bias voltage, sometimes described as a virtual ground, on which the Nernst measuring cell sits and against which the oxygen pump current is regulated. Unlike the open circuit and short circuit codes in this family, DTC P1190 is a range fault.
