The Restraint Control Module (RCM) continuously tests each airbag deployment loop against both chassis ground and battery voltage as part of its self monitoring routine. B1019 sets when the RCM detects that one or both wires of the right hand deployment loop are being fed voltage from an external source (short to power), typically showing a voltage well above the expected low level signalling range.
