C1130 is stored by the ABS actuator and electric unit, the control unit that also manages VDC and traction control, when the engine signal it expects from the ECM is missing, implausible or outside the expected range. That signal carries engine speed, throttle angle and torque data across the CAN bus, and the brake control unit needs it before it can arbitrate traction control or request engine torque reduction.
