The Powertrain Control Module (PCM) watches the primary sensor signal to control fuel in closed loop and expects it to stay within a defined voltage band and to respond to mixture changes. P1149 sets when the signal sits outside that range, for example pinned high, pinned low, or not tracking commanded fuel changes, indicating a sensor, wiring, or circuit fault.
