The ECM monitors the sensor circuit for a dynamic, in range signal that tracks mixture changes. DTC P1164 sets when the ECM sees an abnormal sensor signal that is out of the expected range, for example parked fixed high, fixed low, or otherwise not changing, for a calibrated period during closed loop operation.
