DTC P1169 sets when the PCM determines the Bank 1 Sensor 1 signal is fixed, meaning the voltage is stuck at a steady value and not switching in response to mixture changes. A fixed signal usually indicates an aged or contaminated sensor that has lost its ability to react, a circuit fault, or a sensor held at a value by a wiring problem.
